BASIC FUNCTION

Reporting to the Manager of Human Resources, the Recruitment Specialist has strong focus in the areas of recruitment and selection, employee onboarding, change and offboarding, to ensure a customer service-centered experience for our employees.  The Recruitment Specialist is responsible for developing proactive recruitment and outreach strategies and will collaborate with hiring managers to lead and facilitate full cycle recruitment activities to meet County of Wellington priorities, while ensuring that processes and practices adhere to employment legislation, all applicable policies, and collective agreement. This position will lead various recruitment initiatives including, representing the County at career fairs, development of internal and external recruitment outreach events, as well as establishing relationships with colleges, universities and other organizations.

PRINCIPAL RESPONSIBILITIES

Under the guidance of the Manager of Human Resources (HR), the Recruitment Specialist has the following duties and responsibilities:

  • Responsible for all aspects of the recruitment and selection process for Non-Union and Union positions. 
  • Prepare employment documentation, coordinate approvals with hiring managers/department heads, and enter employees into JD Edwards and the Human Resources Information Systems (HRIS).
  • Prepare hire and change packages for payroll; ensure accuracy and completeness of all employment documentation, completed forms relating to payroll, pension and benefits are provided to payroll by the required deadline. 
  • Track and oversee conditions of employment, such as Police Vulnerable Sector Check, proof of education/designation, proof of valid licence, driver’s abstracts, etc.
  • Coordinate the hiring and rehiring of summer students and seasonal employees.
  • Track contract end dates and advise managers/department heads accordingly.
  • Coordinate and attend the County employment booth at career fairs and other events.
  • Assist employees with changes and updating personal information for HR records.
  • Conduct employee leave of absence meetings for both legislated leaves of absence and other types of approved leaves of absence, to review benefits plan, pension plan and employment entitlements while on leave; complete leave information package and required documentation. 
  • Complete off-boarding process for exiting employees; perform exit interviews, when applicable notify the department head, CAO and Director of HR of specific areas requiring review/attention; manage exit interview statistics, including compiling results submitted via the online exit survey. 
  • Assist with planning and facilitating the New Hire Orientation programme for new employees. 
  • Prepare and receive responses for requests to the Union and Employee Council impacting recruitment and employee changes in consultation with HR Management as required.
  • Advise on and work in accordance with the HR Policy and Procedure Manual and CUPE Local 973 Collective Agreement for applicable HR functions.

MINIMUM QUALIFICATIONS

  • Three year college diploma in human resources management or a related field.
  • Human Resources Professionals Association (HRPA) Designation. 
  • Ontario Municipal Management Institute (OMMI) Certified Municipal Manager accreditation is an asset.
  • Minimum four years of experience or equivalent working in human resources, preferably in a municipal setting.
  • Strong experience and knowledge with recruitment and selection skills and techniques.
  • Specific knowledge of the Employment Standards Act, Human Rights Legislation, Occupational Health and Safety Act, Pay Equity Act, and Accessibility for Ontarians with Disabilities Act.
  • Knowledge of compensation systems including pension plan and benefits plan is an asset.
  • Excellent working knowledge of Microsoft Office Suite; experience editing website content is an asset.
  • Working knowledge of payroll and Human Resources Information Systems (HRIS); experience working with JD Edwards, SAP Success Factors and InfoHR is an asset.
  • Excellent customer service and communication skills, including the ability to handle sensitive information in a confidential manner.
  • A valid driver’s licence (minimum G2 Class) and access to a reliable vehicle.

Pay Range: $84,229.60 - $98,553.00 (2026 Non-Union Compensation Grid)

Pension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.
Medical Responsibility Time: Prorated and accrues at 0.5 days/month.  Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.
Vacation: Accrues to start at three weeks/annum; increases based on length of service.
Parking: Provided; taxable benefit provisions apply.
Mileage: If applicable, as per CRA allowances.
