BASIC FUNCTION
This position is responsible for supporting the successful delivery of technology initiatives across the County of Wellington through research, business analysis, stakeholder engagement, process improvement, requirements management, testing coordination, and business readiness activities. The role works collaboratively with departments to understand business needs, improve service delivery outcomes, support organizational change, and support adoption of process and technology.
PRINCIPAL RESPONSIBILITIES
- Builds strong partnerships with stakeholders across the organization, gathering feedback and providing support for business process and technology initiatives.
- Collaborates with County staff, vendors and consultants to support the planning, design, configuration, implementation and testing of new systems and enhancements to existing systems.
- Performs stakeholder discovery activities to gather, analyze, document, validate, and prioritize business requirements, including process maps, user stories, use cases, and supporting documentation.
- Analyzes and maps current-state business processes, identifying improvement opportunities, and supporting continuous improvement initiatives to enhance efficiency, reduce risk and improve service delivery.
- Supports the development of concept documents and business cases.
- Supports technology procurement activities by assisting with requirements definition, bid documents, vendor evaluation criteria and solution assessment as required.
- Coordinates or manages small initiatives, system enhancements and assigned work packages, including scope confirmation, deliverable tracking, risk management, status communication and implementation readiness.
- Coordinates and supports system testing, User Acceptance Testing (UAT), issue resolution, implementation readiness and change adoption activities.
- Develops test scenarios and supports business validation of solutions.
- Supports stakeholder engagement and project communication activities.
- Assists with development of training materials, user guides, and documentation.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- Four-year university degree in Computer Science, Business Administration or a related field, with coursework or specialization in business analysis, technology management, change management or a related discipline.
- Business Analysis Certification: Holding a certification such as Certified Business Analysis Professional (CBAP), Certification of Capability in Business Analysis (CCBA), PMI Professional in Business Analysis (PMI-PBA), or equivalent would be considered an asset.
- Change Management Certification: Holding a Prosci Change Management certification, Certified Change Management Professional (CCMP), or equivalent would be considered an asset.
- Minimum four years of experience (or equivalent) in business analysis, process improvement, project delivery support, application support, or a related field.
- Knowledge of business analysis methodologies, project management practices, and process improvement approaches.
- Knowledge of core enterprise business applications—such as Human Capital Management (HCM), Enterprise Resource Planning (ERP), Customer Relationship Management (CRM), or Asset Management—would be considered an asset.
- A valid driver’s licence (minimum G2 Class) and access to a reliable vehicle.
Pay Range: $92,328.60 - $107,998.80 (2026 Non-Union Compensation Grid)

Pension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.
Medical Responsibility Time: Prorated and accrues at 0.5 days/month. Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.
Vacation: Accrues to start at three weeks/annum; increases based on length of service.
Parking: Provided; taxable benefit provisions apply.
Mileage: If applicable, as per CRA allowances.
