BASIC FUNCTION
This position reports directly to the Manager of Research and Planning and is responsible for providing research analysis as part of the planning unit in the development of the early years system. Under the direction of the Director, this position supports the development and implementation of the Children’s Early Years Plan.
PRINCIPAL RESPONSIBILITIES
- Work collectively with the Children’s Early Years planning unit to support the design of long term system plans.
- Prepare/review issue notes and recommend specialized responses to local child care issues through detailed reports and proposals.
- Provide programme analysis, interpretation and recommendations for development of strategies under the Child Care and Early Years Act and the Ontario Child Care Management Guidelines.
- Ensure compliance with local child care plans through ongoing review of work plans and other documents, review and preparation of projections of future needs.
- Provide guidance and advice, including conduct training workshops, answer enquiries on policy and procedures, and distribute information/literature.
- Respond to general enquiries from community stakeholders.
- Conduct social research on children’s issues with respect to quality child care, quality of life, and early identification and intervention strategies.
- Support statistical and analytical processes through ongoing review and monitoring of local statistics, monitor existing community resources and initiatives, and review of external reports.
- Develop and maintain data on appropriate systems for monitoring local child care needs and solutions (i.e. Statistics Canada Administrator, surveys).
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Undergraduate degree in Child Studies, Social Sciences or related field.
- Over three years related experience in the child care services system.
- Knowledge of Provincial legislation and initiatives.
- Knowledge and experience working with community agencies and programmes.
- Ability to recommend changes to established methods or procedures, such as providing policy interpretation to make recommendations for new procedures.
- Excellent customer service skills and the ability to work with a diverse client group in a professional manner.
- Strong organizational skills with the ability to maintain accurate records.
- Well-developed written and verbal communication skills.
- Ability to maintain confidentiality.
- Excellent knowledge of computers, software, programmes and databases.
Pay Range: $74,929.40 - $87,360.00 (2024 Union Compensation Grid).

Pension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.
Medical Responsibility Time: Prorated and accrues at 0.5 days/month. Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.
Vacation: Accrues to start at three weeks/annum; increases based on length of service.
Union Dues: Payable to CUPE Local 973 at a rate of 1.964% of gross earnings.
Parking: Provided; taxable benefit provisions apply.
Mileage: If applicable, as per CRA allowances.
