IT Project Manager (Internal Only)
BASIC FUNCTION
Under the direction of the Manager of IT Strategy and Partnerships, the IT Project Manager is responsible for leading the planning, delivery, and closing out of a portfolio of information technology projects across the County. The role ensures projects are delivered on time, within scope and budget, and aligned with organizational objectives. The IT Project Manager works collaboratively with business partners, technical teams, and external vendors to support successful implementation, adoption and operational transition.
PRINCIPAL RESPONSIBILITIES
- Lead the full lifecycle of assigned IT projects, from initiation and planning through implementation, transition and close-out.
- Manage project scope, schedules, budgets, resources, risks and changes to successful delivery and alignment with approved objectives.
- Monitor project performance and provide clear, timely updates to project sponsors and stakeholders.
- Engage and coordinate internal stakeholders, external partners and vendors to support project delivery and adoption. Oversee testing, quality assurance, deployment and post-implementation transition activities in collaboration with technical teams. Maintain appropriate project documentation.
- Contribute to continuous improvement of project management practices, tools and standards.
- Manage vendor engagement and monitor delivery of contracted services and milestones; ensuring vendor deliverables and invoices align with project scope, timelines, and expectations.
- Facilitate requirements gathering and detailed workflow analysis as required.
- Facilitate the development and execution of test strategies and test use cases as required.
- Develop or coordinate end user training materials and facilitate training sessions when deploying new systems or processes as required.
- Continuously expand knowledge and identify opportunities in applicable emerging IT trends and technologies.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Four year university degree in Computer Science or related field.
- Minimum five years of experience or equivalent in project management with progressive experience in information technology.
- Demonstrated experience successfully leading complex projects involving internal and external stakeholders across multiple functions and levels.
- Project Management Professional (PMP) certification is preferred.
- PROSCI Change Practitioner certification is preferred.
- Proven ability to resolve conflicts and solve problems while balancing stakeholder priorities.
- Exceptional organizational skills and attention to detail with the ability to manage multiple projects concurrently.
