BASIC FUNCTION

The Manager of Information Technology (IT) Strategy and Partnerships leads important technology projects that support the goals of both departments and the County of Wellington as a whole. Reporting to the Director of IT, this role is responsible for managing communication plans, engagement strategies, and ensuring that technology efforts align with the broader vision of the County of Wellington. This position directly oversees a team made up of Project Managers, Business Relationship Managers (BRMs), and Business Analysts. The goal is to build a collaborative, high-performing team environment focused on delivering value to the County of Wellington. This role plays a key part in making sure technology investments match the County’s strategic direction, and that projects are completed successfully. The manager will support new ideas and help bring different departments together through shared projects and integrated solutions that support the County’s long-term priorities.

PRINCIPAL RESPONSIBILITIES

  • Provide leadership in planning and executing IT projects that deliver timely, effective services.
  • Align IT initiatives with corporate goals through collaboration with Department Heads and the CAO’s Office.
  • Offer strategic guidance to ensure IT decisions support long-term organizational objectives.
  • Lead change management and support enterprise-wide transformation efforts.
  • Define, prioritize, and oversee the County’s IT project and program portfolio.
  • Establish and maintain project governance frameworks and best practices.
  • Monitor performance, manage risks, and ensure efficient use of resources.
  • Lead and mentor a team of Project Managers, Business Relationship Managers, and Business Analysts.
  • Promote a collaborative, service-oriented, and high-performance team culture.
  • Act as a key liaison between IT and Department Heads to ensure project alignment and communication.
  • Ensure use of standardized project management and business analysis methodologies.
  • Drive continuous improvement in IT portfolio, program, and project delivery.

MINIMUM QUALIFICATIONS

  • Four-year university degree in Computer Science, Business Administration or related field.
  • Minimum five years of experience or equivalent in IT project, programme or portfolio management or equivalent role.
  • Extensive experience in strategic planning, communications, or a related field is required.
  • Experience at a management level, preferably in the public sector, is required.
  • Previous IT experience is preferred.
  • Must hold or be actively pursuing certification in PMP, Prince2 or CBRM.
  • Proven success in leading project teams, BRM’s and Business Analysts.
  • Knowledge of current best practices in project management and business analysis is required.
  • Strong understanding of project management methodologies (e.g., Waterfall, Agile).
  • Ability to effectively manage multiple priorities in a dynamic environment.
  • Relevant certifications such as PgMP, PfMP, or equivalent is highly desirable.
  • A valid driver’s licence (minimum G2 Class) and access to a reliable vehicle; flexibility of location is required.

Pay Range: $123,323.20 - $144,271.40 (2025 Non-Union Compensation Grid)

Pension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.
Medical Responsibility Time: Prorated and accrues at 0.5 days/month.  Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.
Vacation:  Accrues to start at three weeks/annum; increases based on length of service.
Parking: Provided; taxable benefit provisions apply.
Mileage: If applicable, as per CRA allowances.
